Oil disputes with Russia are the reason.

Russian restrictions on the export of oil products and the supply of dirty oil caused a decline of $2.055 billion in Belarusian exports. Foreign Minister Uladzimir Makei stated this at the enlarged session of the Foreign Ministry Board. It summed up the work of the diplomatic service for 2019, writes onliner.by.

"The change in trading conditions with Russia has significantly affected the export, despite the clear fulfilment of Belarus' obligations under the strategic partnership with this country. Russian restrictions on the export of oil products and the supply of dirty oil caused a decline of $2.055 billion in the export of our oil-related goods," stated Uladzimir Makei.
