Economist: There Are Not So Many Real “Parasites” And Decree Will Not Affect Them

The first “parasite” communal bills will come to the Belarusians not in February, but in March, it follows from the published commentary of the press service of the Ministry of Labor and Social Protection.
“Those who are on the lists will be additionally informed in the pay slips,” – the Ministry of Labor promises and adds: if the “parasite” doesn’t confirm his employment during February, his communal bill for January will be recalculated.

Such obstinacy on the part of the authorities is at the service of nothing, the economist believes.
– I think that the game isn't worth the candle, – Barys Zhaliba says. – The revenues will be received in a very small amount. And the criticism of this decree will be continued from all sides. As the provisions of the Constitution are not respected, and even due to simple human logic. For example, a spouse in a wealthy family keeps the house. It is normal if you have several children, your own home. Keeping a house is also a big job. And the woman asks a simple question: why am I a parasite?
As Lukashenka likes to say, everything comes from life, and this decree in some cases does not come from life. And there are not so many real “parasites”, and the decree will not affect them, since not all of them are tenants. Most of them live at the expense of parents or someone else. It is very sad that this decree has appeared. I think it will take some time, and the authorities will understand that it must be canceled.
– The implementation of the decree requires human resources, and not only.
– Certainly. It has to be administered, and this is a big expense. Quite a few professionals with decent salaries are involved in the “parasite” commissions, as the people call them. If we calculate the costs for the economy, I think there will be more of them than the revenues that the budget will receive from the decree in its current form.
– Don’t the authorities understand this or do they just pretend that they do not understand?
– The authorities hope that the gainings will suddenly begin to flow. And their excessively principled stance – we’ll still get you, make you work. But these are administrative methods. And it is necessary to create such conditions in the economy, so that people themselves want to work.
