Why are Belarusian teachers sent to the apartments?

There is compulsory secondary education in Belarus. In order for every child to get a place at school, teachers have to visit the residential districts assigned to them and collect information about the minors living there, Belsat reports.

"He attacked me and Lisa after waiting on the first floor until we visit them all. We barely escaped from him, stormed into the street and ran away. The situation was terrible," - former teacher Anastasia Stankevich says.
