Charter97.org got this information from a reader living in Serabranka, one of the residential area of Minsk, who found a complete absence of both hot and cold water in the apartment and called the Housing Maintenance Service today.

"I tried to connect the Housing Maintenance Service for a long time; I was 109th in the queue on the line. Finally, I was informed that a major accident had occurred in Minsk and Leninski district, which is the one I live in, and two other districts were left without water," – the reader said.
