The Operational and Analytical Centre under the aegis of Lukashenka was founded on 21 April 2008. Experts note that the centre plays a key role in restricting internet freedom in Belarus, introducing and implementing corresponding legislative regulations (among them decree No.60) as well as working out the blacklist of websites blocked in public institutions of Belarus.

Belarus has been on the Enemies of the Internet list for the third year in a row.
