Arms trade closed to accidental people

The authorities decided to play safe in the arms and dual-use goods trade.

This conclusion can be made from Decree No. 104 that amends the Decree “On measures of state regulation of import and export of specific goods (works and services)” of July 17, 2006.

The document sets new rules and the order of determining and licensing dual-use goods and technologies that can be used in military equipment production. The decree was signed by Lukashenka on March 4, 2013.

The Operational and Analytical Centre under the Aegis of Lukashenka has been given power to identify the “goods and technologies of dual use that can be used in military equipment production, if these goods and technologies are designed for encryption of information that doesn't contain state secrets”.

The State Military and Industrial Committee will carry out licensing of trade intermediaries.

“The order of granting licenses for import of military products, controlled goods (works, services), for export of specific goods (works, services), rendering intermediary services relating to moving (supplying) specific goods from one foreign state to another one by legal entities of the Republic of Belarus (hereafter – licenses), including the order of issuing their copies, amending, suspending, resuming, revoking and annulling licenses shall be determined by the State Military and Industrial Committee in coordination with the State Customs Committee,” the document reads.

The Operational and Analytical Centre and the State Military and Industrial Committee were given three months to prepare appropriate documents and approve the order for making a database of foreign counter parties by intermediaries.
