Practically all mail from abroad is checked by the authorities.

“I don’t remember when I had an undamaged envelope. All letters are opened, checked, Scotch-taped, and handed in. Even envelopes with festival ads are opened. Envelopes have shy stamps “Received damaged by the Minsk Post Office. Signature _____,” Mikalai Khalezin, a famous Belarusian playwright and head of Free Theatre, writes in his blog, the website of the civil campaign “European Belarus” reports.

According to Khalezin, his colleagues receive damaged mail as well.
